For six months or so we've been waiting for them to define their plan for the promised "improved management" and they still haven't offered anything except "current management is bad, slow and inefficient and we can do better."

I guess in effect they have - they are much slower and inefficient than current management at developing a plan. Nice work, 13d-minus.
