Your thought that "too many of those making the policies don't have any stake in the outcome" is just false. If you love someone, you have a stake in the outcome. It may not be immediate, but it is ever-present because if your friend, mom, dad, sister, brother, etc get covid, congratulations, you now have an an immediate personal stake in the outcome.
