Great question. Since I am not part of the process, I can only extrapolate a response base on the current available public information.
With each passing week, new information is being revealed about the past administration that could make it the worst case of cronyism in the history of the United States. So it is quite possible that Operation Warp Speed did play favoritism.
The current administration appears to want to swing the pendulum hard in the opposite direction. Not only avoiding cronyism, but even the slightest hint of any impropriety. So all government agencies, including the FDA, NIH, CDC, etc, are on strict protocols.
Now the problem is that we are all stuck with the aftermath of the past. All the would-a, could-a, should-a, can’t change anything. Covid was turned into and continues to be a political football. People are highly logically and illogically emotional. Facts, lies, conspiracy theories, abound.
There could well be scientists who are aware of the Ii-Key technology, wanting to spend money to bring it to fruition. But it is the accounts you have to convince to open the “purse strings”.
The reality is that there are a significant number of people who don’t want to take the current vaccine, or any vaccine. Can you imagine what would happen if the government gave millions of dollars to a company to develop another vaccine using another unproven technology? In this current atmosphere, the conspiracy theories would explode with “What are you trying to tell us about the current mRNA vaccines?!”.
So I thing the days of government cash infusions and EUAs for any pharma, regardless of size has passed, unless it is already in the “pipeline”.
However, if Covid evolves into a form that the mRNA is no longer effective, or over usage of the mRNA vaccine starts having dire consequences, that could/should be a game changer.
