Asia generally has had a better response.. it's customary in several cultures to wear masks as a matter of course.. avoiding transmitting respiratory diseases, filtering out smog and particulate matter, sun / UV protection. That was doing really well along with border controls and quarantine procedures until recently, when Delta started making the rounds. It will be interesting to see if it can manage to be contained by people who are really sincerely trying to curb the pandemic.
