It's a bit off topic but I'm sure DD will let us know if the subject needs to move to another forum. Your E1 tariff, rate schedule, is not TOU, it's the standard schedule most folks use who do not have solar on their roof in PG&E territory. If you use a 'standard' amount of electricity, your rate is ~26 cents per kWh. No bargain for sure. As you breach the baseline allotment it rises to 32.6 and later, (as you noted), 40.7 cents.
You have a credit for generation which may mean you have solar panels to generate energy. I'm not sure how PG&E credits solar panel generation today but they used to offer a retail credit. That is, if you generate a kWh of energy during summer peak you get 44 cents credit. That was the original purpose of the A6 tariff and it's a powerful way for the utility to ensure they're incentivizing optimized installations and for the customer to reap the most benefit from their purchase.
I hadn't reviewed PG&E tariff rates for over a decade, in a word, they're criminal. How is it possible that one of the largest utilities in the country can charge twice as much as the average utility for energy? Rhetorical question of course. I and my family are ex-Californians. It's not unlike being an ex-smoker. Once you're out you can't understand how people put up with it.
