There's no way they are going to get any COVID trials going from scratch and completed, so the only thing they think they can get an approval for is HIV. Where other people did all the work, and BP specifically has a failure (warranted or not).
So what is this big difference maker? What in HIV is 13D going to do differently that leads to an approval? Berate the FDA over Bruce's awesome RO test? Scratch out Nader's name on the BLA and resubmit it?
