On the call immediately following the announcement of the RTF, Dr Dhody explained the scientific deficiencies, which included the receptor occupancy test. I re-listened to it a couple of weeks ago. The syringe issue was also discussed by Nader but it was made clear that the RTF encompassed deficiencies in multiple areas.
