DD COMING IN....
For some reason I cant link the document here but if you type in OTCIQ Order Form in google, the first link at the top takes you to the exact form Dr Dalton has to fill out to get approved by OTC Markets. On that page you have to provide a TA. Point being, he clearly had to fill out this app before getting TA verified on his page, it was apart of the application process. And you have to pay for the application to even be looked at or process.
2 Conclusions im drawing based off this, he did pay the fee which is big step and the TA came after he applied for the application which means it PROBABLY not guaranteeing happened in May when he filed the application.
