The Second Amendment (Amendment II) to the United States Constitution protects the right to keep and bear arms. It was ratified on December 15, 1791, along with nine other articles of the Bill of Rights.[1][2][3] In District of Columbia v. Heller (2008), the Supreme Court affirmed for the first time that the right belongs to individuals, for self-defense in the home,[4][5][6][7


The Second Amendment was based partially on the right to keep and bear arms in English common law and was influenced by the English Bill of Rights of 1689. Sir William Blackstone described this right as an auxiliary right, supporting the natural rights of self-defense and resistance to oppression, and the civic duty to act in concert in defense of the state

MILITIA
§ 1. Militia.
The militia of this State shall consist of all able-bodied male citizens of the State between the
ages of eighteen and forty-five years
, except such persons as are now or may be exempted by the laws
of the United States or this State, or who from religious scruples may be adverse to bearing arms, and
shall be organized, officered, armed, equipped and disciplined as the General Assembly may by law
direct.
