DJ, great find. S-1 sounds like a better solution as it's one audited financial statement rather than 5 10-Qs that are owed. I agree it could take months for SEC review and questions. It seems it also ensures shareholders are protected when the company reorganizes for a fresh start.
Based on company statements I believe the company has revenue owed by Innova, backed by a guarantee, and possible other current and future revenue sources. That's the important difference in reapplying for registration - QMC will be able to show viability going forward.
QMC seems to be continuing operations in all areas.
