I stand corrected and apologize for my ignorance.

I posted an article below that does a peer review of the NIH public funding and the desire to find a way to return monies to the public for monies spent on the 3 stages of development in Drugs. But admits no return for tax payer support of funding and claims double charging in that we as the public pay highly to help develop and still pay high prices for the purchase of the approved drugs after approval.
I also found where the administration is trying now to push Congress to change the rules that the drug companies lobbied into law. One where they will start with negotiating first for Medicare drug costs because of the extreme burden on the system. Then change the laws to negotiate a more fair price without hurting the research possibilities.
