That's what I recall from CC, that they said that China would move forward with their clinical trials once the IND application is filed with the FDA or even they wait for the FDA's approval, I am not sure which one anymore.
But never the less this makes this IND application just even more important, because Bintai starting to pay the bills depends on that application also.
