I don't think it's the FDA or BP that needs to reach out. It's just people who all know each other, who all work together and are colleagues, some in research, some in BP, some in regulatory agencies and they talk to each other.

They very well could have reached out to their friends in other Countries and put up blocks for Leronlimab. MacLeod would be the clue because there we are coupled to BP and right after that comes the nasty FDA letter. And then all of us scolded for attacking the FDA, I'm guilty as charged.
