You need to define what you mean by the float.

If Jeff Bezos wants to buy 1,039,050,950 shares tomorrow (the whole float as you understand) - he cannot as all of these shares are NOT available.
Hence, this number cannot be the tradable float.
Do not confuse "Held at DTC" with "Tradable Float"
Held at DTC is the total number of shares that all the shareholders including Dr Dalton, UNVC, John Hope Bryant, John Peoples, Kenneth Grant and all family and friends + all of the current shareholders as of close of trading on Monday + what is leftover.
To get the tradable float, you need to subtract all of the shares being held from "Held at DTC".
