Who are these people guiding the world's response

Who are these people guiding the world's response to the pandemic? Are they ignorant fools? Are they corrupted by greed? Are they corrupted by power? My fear is that the explanation is so much worse that I can't even say it. As a child I had nightmares of the bogey man. As an elderly adult I think the world may be facing a realistic equivalent. I am not talking about the virus, leronlimab can beat that.
