Even with a reverse split there's not a large enough revenue stream to cover expenses for a year so no NASDAQ. Why no R/S is that it's very common especially on the OTC for companies to R/S and then dump those freed up shares back on the market. Because it's so common an R/S will usually cause the price to drop significantly even if there is no plan to dump shares.
