Why would a plan be shared on a public board. That would be like a sports team sharing a plan with the opponent (that statement is NOT to say all here are opponents).
There will be a proxy vote. It's a simple majority, public or IH opinion is not really material (by vote).
> Why file the 13D with no plan to show investors?
The purpose of a 13D filing is not to file a plan, but a required disclosure of ownership of 5% or more. *or more* The 13D is a requirement, a public plan is not.
And, no one should assume a plan is not shared, even created, with and by important (by vote) shareholders.
