It could mean what you said...also, who knows, we could get surprised that the newest Reg A will be implemented in its entirety but not yet announced since it hasn't happened (meaning they have an investor(s) ABOUT to buy the shares and funding will be there soon). We all know the history here...we will see if it repeats or not.
