The only thing I found useful was the explanation that there was a hang-up at the Philippines FDA in getting their signature to clear Chiral to issue the P.O. to Cytodyn. No explanation of what the hang-up was. Hopefully, it wasn't due to interference from the 'helpful' US EFFDA.
