That was a reference to the derailing of plans due to recent OTC requirement and disclosure changes, causing a month-long delay, and the recent meritless cases filed by unscrupulous attorney's (probably working with, or paid for by, HHSE shorts) to create unnecessary obstacles for HHSE.
