I don't disagree in principle ... but that's not the way Joe described things going down during the CC. And they funded NVAX ... a small on the verge of bankrupt company ... plus the investment by BARDA in redundant unproven technologies was incredibly risky and highly questionable. Yes it worked out in the end ... but if it didn't who cares, no one could be held liable anyway. Shady.
