The CDC particularly, being led by a presidential appointee since Reagan, cherishes it's own reputation as expert to the point that 'risk' is frowned upon. No one takes chances. The CDC reports. They publish papers after the dust has settled. How can you do that in a pandemic You need to LEAD - cheese and Rice! They do not discover and decide.
