We don't know what he means by "as possible" -- whether it's a small profit, or a larger profit, or what. But I think that was meant to reassure people in the Philippines that it wouldn't be out-of-reach expensive, and also -- I would hope that it would tell investors who have visions of sugarplums dancing in their heads that they should NOT be expecting a huge windfall.
And it is unwise to give ammo to the shorts, by speculating that this will be a gigantic amount of money coming in. If it isn't, it will be trumpeted as a "failure."
