I may agree with some of your post and since there has been previous posts about airlines and baggage I will add a penny of thought.....
How long was the Boeing 737 Max grounded for.......the planes were built capable of flying but they needed to tweak their tech.....and get clearance to lift off again....
That is where I feel this Entity is....on the tarmac getting checked out....being fueled up for TAKEOFF....
Just my own opinion with my normal......CAUTIONARY NOTE REGARDING FORWARD-LOOKING STATEMENTS.....
