I might have missed something or misunderstood but from what I heard, it seems like LL is eligible to apply for EUA.. again don't quote me as I could've missed something/misunderstood but it certainly sounded like it
the first half of the video is all about the CSP/EUA process with a bunch of different process flow charts, requirements (doesn't mention needing EUA in home country), etc but in the second half of the video when the Q&A starts, LL is mentioned briefly twice
1:50:20 LL is mentioned as an experimental drug by the FDA representative (Iris) who then goes on to say "... any of these drug products can still apply for an EUA.."
2:12:12 Iris talks about LL again saying it can apply for an EUA and specifically mentions "...and has not been registered anywhere else in the world..." She talks more about this in Filipino so maybe Oh Jinno can translate for us
