The interesting thing about the 28 patients is how

So I began to wonder why it's different with these 28 patients. My hope is that this is being looked at as the "proof" and due diligence needed to form an official opinion on an EUA. Obviously they have access to all of our other data, but like just about every other country we hear about they likely want a little taste of the product before they commit to the whole thing. Covers their asses.
Once they've done the LL equivalent of slicing open the bag of drugs and using the knife blade to pull a little bit out, they'll rub it on their teeth and nod to all the men in their squad that it's pure. In this case they wheel an elderly Filipino out on a hospital bed complete with oxygen tanks and many blinking and booping machines. Chiral agents slide a gold-plated case across the table and the head of the FDA flips it open to check the goods. He loads a syringe like a total pro and gives the syringe a couple flicks and a squirt to get rid of the bubbles. He injects the man and everyone holds their breath, watching his vitals intently for 30 hours until the patient snaps up straight in his bed and self extubates. The head of the FDA slowly shakes his head in amazement and mutters something in prayer. He snaps his fingers.
That's when an unassuming man with a slight limp and fear in his eyes comes tentatively to the front of the group. He's the money guy, revealing a suitcase that gets set down loudly on the table before being spun dramatically toward the Chiral team. When it opens we see only light emanating from the case, but we all know it's the EUA.
Fingers are snapped again and a second briefcase is rushed up from the back and gets the same treatment. This time, instead of light, we see an empty briefcase but for a single check made out to Chiral for $210,000,000, but in pesos so it's like a kajillion dollars. Then we see they had to tape another blank check underneath but offset a little so they had more room for 0's. Inflation is a bitch.
Chiral agents smartly snap shut the briefcases and step aside. Holding out for a Hero by Bonnie Tyler starts to play as NP and SK drive forklifts in with pallets of LL. The Filipino air force does a flyover. I buy a beach house.
Or, you know, like, maybe it's just an arbitrary decision based on nothing at all.
But it's probably the first one.
