Pokey: Not persuaded, I do not know of any government licensing, regulatory permit or other approval that has a process for partial, piecemeal submissions.
Without further convincing, I would say there was a full submission, and feedback showed substantial deficiencies yet to be resolved. This would require response, amendment or refile, not some sort of rolling review.
