The U.S. FDA is the determining factor for many other countries. If the U.S. approves a drug, other countries follow. Philippines FDA has stated that they are waiting to approve Leronlimab until the U.S. does.
That can change if there is outcry from enough people, especially rich ones whose lives are saved by it.
As far as Estrada endorsing it, it seemed clear that the family backpedaled quickly -- that statement that "he was getting a lot of drugs, we don't know which one or combination helped him."
Probably promised a lot of money NOT to endorse it.
