The original claim was that CYDY wanted 4 doses for CD12 but FDA limited it to 2. JL has made the claim more than once, and we have no reason not to believe him.
The PR talks about what they learned after CD12 was complete, that LL subjects were dying after 2 weeks, that survival was excellent vs. Placebo at 14 days. The part you highlighted is talking about the next trials, CD16. They want to go from to to 4 like they originally proposed. It doesn't say they originally submitted CD12 as just 2 doses.
