While I understand your view, this is a step in the right direction as it shows that finally the entity in China is moving to put money to push the submission to get the work done.
Since Generex / NGIO is working or should be completing the IND over here, they technically just have to take that information, redo it a bit I would think, submit it in China and push it through to get it moving there, I would hope.
The PR also stated, they now can get everything fast tracked over there once it is submitted, something that was not said here in the States.
