They aren't; the only agenda is eradication of this "completely natural and in no way manufactured" plague.
This wasn't under study because it was "just like the flu." The capacity (untapped as of yet) was / is extremely well understood.
Leronlimab may, paradoxically, create conditions (disinhibition / dropping precautions) that allow covid to reach it's full, awful potential. Already made plans for that eventuality as well.
