I also don't read it that way. The Philippine hospitals will be allowed to order LL now, stockpile it in their storage facilities, it's there waiting to be requested.
A doctor submits paperwork for his single patient for Compassionate Use approval (similar to our iEND process), it's approved quickly, typicallly 24 hours. Then, the doctors tells a nurse to go get a vial of Leronlimab out of the stockroom and a shot of LL is given.
Advantage: no waiting 5 days for LL to be ordered and shipped.
Dr Bruce Patterson anticpated last April 2020 that LL will be stockpiled in the nations of the world. If only the world had listened. 3 million have now died from this virus globally. This is the worst "avoidable" castastrophe ever on this planet, not sure about others.
