The specious argument that emergency use authorization means that no such mandate can be made will be a moot point by the time there is enough supply of vaccine to make that even possible.
The colleges and universities that have said that students and staff will have to be vaccinated to return to campus next fall, with exemptions for valid medical reasons, will be completely within their rights to do so. They could do so even if only emergency use authorization remains, as they are making plans for remote learning for those who can't or won't get vaccinations. People are not forced to attend those institutions -- they can attend colleges that don't require vaccines, or they can attend with online classes. The problem of employees who have no medical excuse but refuse to be vaccinated is one that institutions likely will handle on a case-by-case basis but there is law that says that vaccinations can be mandated in the workplace.
