Here's why I do not think the Philippines necessarily is waiting for US EUA. Yesterday the city of Manila got1000 vials of tocilizumab. But here's the interesting thing. The Manila Times wrote:

This means the PI Dept. of Health is willing to approve based on trials rather US FDA EUA approval. Tocilizumab failed its US Covid trials in terms of primary and secondary endpoints, one of which was mortality. (Though it has shown some benefit in other trials.)
So it must be at least possible that the PI will approve without the US doing it.
