Also see that Manila has just gotten 1000 vials of tocilizumab. It was purchased by the city government. But here's the interesting thing. The Manila Times wrote:

On April 2020, the use of tocilizumab in treating COVID-19 has been approved by the Department of Health (DOH) based on the results of the Solidarity Trials of the World Health Organization (WHO).
This means that the PI Dept. of Health is willing to approve based on trials rather than FDA EUA approval. Tocilizumab failed its FDA trials in terms of primary and secondary endpoints, one of which was mortality. (Though it has shown some benefit in other trials.)
In other words, to contribute to the question of whether the PI could approve Leron without US FDA approval, I think the answer is: yes.
