The HIV BLA has been flawed for years, long before Rahman was hired. He was given a poo poo platter and told to make caviar out of it. He is not to be blamed for it not being submitted yet. Hell, the last CC when Rahman was still around, NP said the new RO wouldn’t be complete until early summer, which Rahman couldn’t have changed.
