Let's say you are selling clothing.
Imagine your potential customers want to buy some clothing.
Guess what ads they are seeing?
If you said, not yours, you are getting the picture.
Facebook has no incentive to help you unless you buy ads. So if you are trying to sell clothing as an example, your potential customers will see other clothing ads. They will get distracted, navigate away and buy something else.
That isn't a theory, but a fact.
