The reason I stated "1 - 3" months is because in that news clip, they stated that the 6000 employees in Citi-Bank will "soon" start it's testing program.
I am assuming that once this is complete, the FDA will THEN look at the final results and make a decision. I also assumed this entire process will take 1 to 3 months from start of testing, to approval by FDA. It can obviously happen sooner, which is what I would prefer.
