First and foremost it will not be the Government that will mandate a vaccination app, it will be private sector companies and their customers.
Example, Cruises a cruise line will not want to be sued because they allowed a unvaccinated or untested person to infect anyone on the ship.
The pressure for proof of vaccination will come from the insurance companies and the legal departments of individuals companies,
Second , it will be the patroon who will demand that the environment they are in is safe for them and their family.
