gimli's post on the ACS DoD SBIR phase two had a August completion date. ACS failed to remit the 15% (as per contract) for any EPL sold to DoD within a standard 90 day billing cycle afterwards. IMHO SFOR should sue ACS for nonperformance and nonpayment because of that.
