Countries are agreeing to passports. England, Germany can't keep the tests on the shelf and soon France will have them too. No doubt other countries will follow.
If you self test, you want to register on the app to have proof of your green/negative result. That's a big reason to do the test.

And it true that whoever pays for the test, government or employer or yourself, is the one that owns the results. If your airline, employer, such as CITI, buys the test, they will see the result. If you want to work you need green, if you are red, better get treatment or you might be dead.
