To the contrary, he wonders why the combined neurons of the wingnuts here don't fire up enough to make it look different from N. Korea at night.
In case you can't figure it out, I'm Seoul in the picture below.
This satellite photo shows just how blacked-out North Korea is at night.
The lack of electricity produces this striking image, taken by a NASA satellite:
