I think both S and C should be pursued.
One thing to keep in mind - a lot of 65+ are now vaccinated. While not all, a lot.
That is going to start self selecting them out of the running for candidacy anyway. This also means your population bands will most likely move to 40 to 64. In then next month (say by April) you will also see candidates with co-mobilities also start self selecting out as states start ramping up phase 1b and phase 1c. We should keep this in mind when designing the protocol and end points.
The key for any of this higher N therefore in both S and C. I hope we realize time is the enemy and spend what is needed to win, not the minimum we can. I really hope they spend the money on both and go for the win.
