Yes, the delay for "approval" is a valid concern, however the PRs also countered that with the potential emergency approval(s) from foreign agencies that could pop up at any time. It's the possibility of generating revenue that's going to eventually send this to the moon, Alice! (as another poster on this board would say). And I'm "hoping" this will minimize any potential drop in sp due to the delay in approval.
Hopefully sooner than later...
