The failure in Nevada State practices and safe guards to property is ridiculous regardless of failure in communication by an external party. It should never be allowed to happen.

Lockwood never got a court order to change registration status or take back control....the legal property belongs to SSM. Nevada should have never allowed it to happen.

My guess is that the Secretary of State is not in communication with the court(s). Maybe SSM had to go directly from the Court to the Secretary of State Office to make sure this situation couldn't happen. They never expected the corpse to start walking after 5 and a half years.
