Not all most firms do not allow under 5 OTV purchases , and almost never in an IRA, some of the newer fiduciary rules. Under 5 for a normal commissioned account you need an unsolicited trade form signed. It basically says I am buying an OTC stock, I may lose some or all my money. I should have gone to the casino and it is not my broker's fault or his clearing firm. If I remember correctly.
