I don't think he will make a Proactive. You're right, lots of times in the past year he'll come out and "explain and console" but it only makes the SP go down further. If he'd have wanted, or was going to "appear" he could have done it in lieu of the PR. I think he is listening to someone/some agency......finally.......I hope!
