We don't know that. How many days now has Cytodyn been silent?
If they did apply for an EUA, must they tell the investors? I don't think so.
They could have applied for an EUA 2 or 3 weeks ago.
Or, the FDA may have advised not to apply, advising to wait for the FDA to look at the data and say "apply" or to say "no need to apply, here is your EUA".
No sabemos nada (We don't know nuttin).
Silence most probably is very good and we may be surprised when the silence is broken.....
