When something could be preventative (vaccine) or when desperately need new brake pads right away and might not be able to stop at next interception risk could Be fatal (leronlimab) high risk with high benefit - the FDA is the auto repair shop and although there are many crooked auto body shops out there most of them will not let the car leave with faulty brakes that don’t work causing potential accidents and death.
