I can't imagine that NP or any CEO would allow data to be sent to the FDA, or to multiple different countries, without also having the data himself.
He needs to be in a position to manage the next step. He isn't going to sit back and let them tell him what his own trial results were.
He doesn't (or shouldn't) make the most important decision in the company's history based on the perception of a SEC disclosure clock ticking.
